JUNIOR FIREFIGHTER PROGRAM
RULES AND REGULATIONS
1. All members are to follow instructions given by a senior firefighter/officer.
2. Absence from regular meetings or training may be excused for the following reasons if the member notifies – a senior advisor prior to scheduled activity:
- Personal Illness
- Will be out of town
- Change in school schedule
- Unexpected family emergency
- Work
3. Use of profanity will not be tolerated.
4. No tobacco product of any kind is allowed.
5. Follow department guidelines on alcohol, drugs, and other controlled substances.
6. Members will ride apparatus only when authorized by an officer on the apparatus.
7. Protective gear shall be worn while participating in a function which requires the use of equipment.
8. While visiting the station, members will be required to identify themselves to the officer.
9. All members must leave the station by 10:00 pm on training nights (Thursday).
10. Members shall report any accident or injury to an officer on duty.
11. No physical violence or destruction of property will be tolerated.
12. Members are to be trained on equipment before being allowed to use it.
13. No POV’s (personally owned vehicles) are allowed to respond to calls.
14. No use of emergency lights is to be used, including hazards.
15. No power equipment should be used by a junior firefighter while on duty.
THE FOLLOWING RULES AND REGULATIONS APPLY TO ALL JUNIOR MEMBERS
v Junior Members must be equipped with personal protective equipment that is appropriate for the activity being done; junior members will not be issued a SCBA mask and will not use SCBA on any department operations. Junior members may train on the use of SCBA in non-hazardous controlled training events only.
v Junior Members may not be substituted for trained personnel.
v Junior Members who ride on apparatus or other department vehicles must be seated and must wear a seat belt.
v Junior Members may not drive department vehicles.
v Junior Members may not climb aerial ladders
v Junior Members may not climb ground ladders that exceed 35 feet in length.
v Junior Members may not enter or perform ventilation procedures on burning structure.
v Junior Members may not use any dielectric tools or gloves on energized electrical equipment.
v Junior Members may not operate powered hydraulic rescue tools or equipment.
v Junior Members are not allowed to ride in an officer’s seat on apparatus.
ADDITIONAL CLARIFICATION FOR JUNIOR FIREFIGHTERS
For the purpose of this section, the Incident Commander in the best use of his or her judgment shall determine hazardous and non-hazardous duties or situations.
Minors Who Are Under Nineteen
Minors who are Under Nineteen MAY:
v Perform non-hazardous duties at the fire station.
v Ride in the cab of the fire apparatus responding to an emergency scene.
v Attend training sessions. However, if the training is deemed hazardous an instructor shall supervise the minor.
v Participate in non-hazardous duties only within the rehabilitation area at the scene of an actual emergency.
Minors who are Under Nineteen MAY NOT:
v Perform any hazardous duties at the fire station.
v Ride outside of the cab of any fire apparatus.
v Perform any hazardous work at the scene of an accident.
v Fight fires (except in training as above)
Minors Who are Under Nineteen
Minors who are under Nineteen MAY:
v Ride as a passenger in the cab of a fire truck or in an emergency vehicle.
v Attend and take part in supervised training.
v Attend Fire Services Training through Northern Interior Fire training Center. Students over the age of 16 must obtain written permission from their high school principal in order to take classes through the training Center. A form is provided in this application package for the purpose and must be copied directly into the school’s letterhead.
v Participate in fire department functions within the rehabilitation area of an emergency scene. This could include setting up the engine, assisting in water supply efforts, and other support functions, which do not expose the Junior Firefighter to hazardous areas or atmospheres.
v Pick up hose and clean up at the fire scene after it has been declared safe by the Incident Commander.
v Enter a structure only when accompanied by an adult firefighter once the structure has been determined safe by the Incident Commander.
v Perform search and rescue activities, other than structural firefighting.
v Use pressurized hose lines if properly trained, under the direction of an Incident Commander, and out of the danger area.
Minors who are Under Nineteen MAY NOT:
v Perform fire suppression involving structures or vehicles.
v Drive fire department or emergency vehicles.
v Respond with operating red lights (drive any vehicle, including their own car with attached operating red lights) to the scene of a fire or emergency.
v Respond to Hazardous Material events (except for support functions with the cold zone)
v Perform any activity, except training, which involves the use of self-contained breathing apparatus.
v Participate or assist in any extrication activities at the scene of an accident or emergency, except in the capacity of a support function.
v Participate in actual “Technical Rescue” activities, but may provide assistance with any designated rehabilitation area or as a support member.
v Direct traffic at the scene of a fire or other emergency.
ALL OF THE ABOVE ACTIVITIES ARE AT THE DISCRETION OF THE INCIDENT COMMANDER!
